Danger house landlord hit by £3,500 fine
A LANDLORD who left a fire exit blocked, alarms hanging off wires and failed to get his house properly licensed has been taken to court.
Khalid Malik pleaded guilty at Cambridge Magistrates' Court to failing to license a multi-occupancy property in Hemingford Road for more than two years.
The case was brought after two former tenants of the three-storey house complained about it to Cambridge City Council, citing poor living conditions.
A visit by council officers in October last year found smoke detectors hanging off the ceilings, the rear fire escape blocked from the outside by building material and the rear bathroom roof in disrepair.
Malik was fined £2,000 for failing to license his property and a further £1,500 for failing to comply with improvement notices.
The city council is now preparing an action plan to ensure that the repairs are carried out as soon as possible.
Catherine Smart, executive councillor for housing, said: "I am delighted with the outcome of this investigation. This sends out a very clear message to all landlords and managers of houses in multiple occupation that the city council will take appropriate enforcement action to protect tenants who live in these types of properties."
The Housing Act 2004 introduced mandatory licensing for houses in multiple occupation (HMOs) that are three storeys or more and occupied by five or more unrelated persons principally to protect the health, safety and welfare of tenants.
Any landlord or manager of a property who has a licensable HMO and has not yet made an application is reminded to do so.
To obtain a mandatory licensing form application or any further advice about HMO licensing contact the council's customer service centre on (01223) 457000 or alternatively download a form from the website www.cambridge.gov.uk.
